INNOVIM provides project management, technical, and administrative support for the majority of NOAA Office Satellite Ground Services (OSGS) programs. The company assisted with the development of an enterprise solution for the Environmental Satellite Processing Center (ESPC) that replaced a collection of stove-piped systems with an integrated central system capable of meeting existing and future mission requirements for environmental satellite data ingest, processing, and distribution. INNOVIM also supported the transition to operations (T2O) and help ensure robust IT security.  Activities included:

  • Coordinating multiple stakeholders and user interactions for ESPDS, involving external stakeholders in most program activities to ensure adherence to guidelines for operational enterprise planning and evolving NESDIS enterprise architectural constructs
  • Managing integration through early engineering opportunities, informal tests, and checkouts;
  • Monitoring evaluation criteria and test procedure development
  • Providing oversight during V&V activities
  • Offering T2O education, training, and planning to ensure users’ operational readiness
  • Formulating agreements and working documents between ESPDS and OSPO to ensure a smooth transition, such as brokering the operational agreement on CM and operation during verification test within the I&T zone and creating working documents outlining staff roles and responsibilities
  • Monitoring ESPDS development activities to verify IT security compliance throughout the system lifecycle
  • Supporting the OSGS Security IPT to ensure awareness of decisions affecting ESPDS development and working with the OSGS security team and the ESPC Information Systems Security Officer to implement requirements or procedural changes via the change control board.
  • Working with the development contractor and the security team to ensure security evaluation criteria accurately test specified requirements, supported IT Risk Management in FISMA-compliant security planning, providing and reviewing technical documentation for existing and future network security system designs.
  • Facilitating NOAA compliance with Federal ICAM initiatives including Homeland Security Presidential Directive 12 (HSPD-12) and OMB-11-11

Project Benefits

INNOVIM’s key contribution to OSGS programs was facilitating cross-team communication and coordinating solution development to ensure organizational program goals and milestones were met. Efforts resulted in the development contractor passing 100% of 11 scheduled reviews.

Given what I know today about the Contractor’s ability to perform in accordance with the most significant requirements of the contract and its commitment to programs it supports, I highly recommend INNOVIM for similar requirements in the future
